SPITFIRE v3.7 Shareware Y2K25 + Newsletter/Bulletin Date Parser Patch v36 TEST

This build starts from the shareware Y2K25 v33 candidate, which already passed:
- startup on real 2026+ dates
- visible 2026 date display
- new-user Last Time On / Original Log On dates
- DOB entry

What v36 changes over v33:
- It does NOT use the v34/v35 newsletter helper experiments.
- It keeps the v33 Y2K25 EXE/OVR date fixes.
- It changes one threshold in the original shareware file-date parser from 20 to 30.

Technical patch:
- File: SPITFIRE.EXE
- Offset: 0x18823
- Original byte: 14h  (20 decimal)
- Patched byte:  1Eh  (30 decimal)

Why:
The original shareware date parser treated YY >= 20 as 19xx. That means a
file date like 06-11-26 could be interpreted as 1926, causing bulletin/newsletter
'updated since last logon' checks to behave incorrectly. Mike's later private
build appears to use a 30-year pivot for this path, consistent with the other
Y2K-style fixes.

Test checklist:
1. Boot on real 2026+ date.
2. Log in as a test user.
3. Confirm user stats still show 2026 dates.
4. Let the newsletter notice appear.
5. Answer Yes and review it.
6. Log off.
7. Log back in as the same user.
8. Confirm the same newsletter update notice does NOT repeat.
9. Also check bulletin update notices if possible.

This is a test compatibility patch for the official shareware files. It does not
alter registration status.
